The opportunity is focused on practical, results-oriented programming that can show clear, measurable outcomes. Proposals that mainly revolve around one-off events like conferences or roundtables, speaker series, purely theoretical research or surveys, or writing/publishing books are unlikely to be funded. Full proposals were due by March 24, 2024 (23:59 GMT), and applicants are required to follow the detailed submission instructions posted on the U.S. Embassy Accra website.

At the core of the grant is the idea that Ghana has a strong democratic record, including multiple successful elections since 1992, a free press, and active civil society participation, but still faces serious governance challenges such as weak accountability systems and corruption risks at both national and local levels. The U.S. Government frames this funding as part of its broader partnership with Ghana to reinforce accountable governance and democratic institutions. The call also aligns with the U.S. Strategy to Prevent Conflict and Promote Stability, where Ghana is a partner country. In that strategy, one major goal is strengthening social cohesion, especially in at-risk communities, by reducing tensions, stigmatization of historically marginalized groups, and the political manipulation of communal identities. A second goal is improving government responsiveness, inclusion, and accountability through stronger democratic processes, more transparency, better service delivery, and improved trust and access to the justice sector. Proposed projects are expected to encourage fair and inclusive political processes during the 2024 election period while also reflecting shared U.S.-Ghana democratic values.

A key requirement is that every project must include a strong American element. This means applicants need to build in a substantive connection to U.S. expertise, such as collaboration with American experts, organizations, or institutions, in a way that goes beyond simply working with the U.S. Embassy or American Corners. The purpose of that U.S. link is to promote better understanding of U.S. policy and perspectives while supporting Ghanaian democratic outcomes.

The Embassy highlights three priority program areas. The first is Peace and Security, which covers efforts that elevate the voices of youth, marginalized groups, and local government through civic education and conflict resolution skills. The emphasis is on helping communities navigate sensitive political discussions, debate responsibly, and resolve disagreements without violence. The second area is Media and Press Freedom, supporting training for journalists nationwide on fact checking, ethics, and countering misinformation, alongside media and information literacy initiatives (especially targeting youth) so media institutions are better equipped to withstand credibility threats and contribute constructively to the democratic process. The third area is Democracy and Civil Society, aimed at strengthening civil society organizations through internal capacity-building for management, planning, and advocacy, particularly for groups representing marginalized voices that are often missing from public debate. The overall intent is to broaden civic engagement and public discussion during the election campaign period in ways that are not dominated by major political parties and their affiliates.

In terms of who can be involved, the program is flexible about audiences and participants, as long as the proposal makes a clear, logical case for who the project is trying to reach and why. Projects may target institutions, civil society, media actors, community leaders, youth, and other stakeholders, and applications are reviewed partly on how well they define primary and secondary beneficiaries. Proposals that include U.S. Government exchange alumni as participants receive additional consideration, which signals that the Embassy values building on existing people-to-people and professional exchange networks.

Funding is expected to support 2 to 5 awards, depending on final award sizes, with individual grants ranging from USD 15,000 to USD 100,000 and total expected funding of up to USD 150,000 (subject to availability of funds). The anticipated project start date is on or after June 1, 2024, and the performance period must be 12 months or less. The funding is associated with CFDA numbers 19.040 (Public Diplomacy Programs), 19.022 (Educational and Cultural Exchange Programs), and 19.979 (Regional Peace and Security). Notifications of selected proposals were anticipated by April 19, 2024, with the earliest implementation beginning June 1, 2024, and the Embassy noting that additional selections could occur later if funds remain available.

Eligibility is limited to qualified organizations from the United States and Ghana, including registered not-for-profit organizations (including think tanks and NGOs with relevant programming experience), non-profit or governmental educational institutions, and governmental institutions. For-profit or commercial entities are not eligible, and proposals from individuals are not considered. Administrative compliance is a major requirement: applicants must have a Unique Entity Identifier (UEI) and an active SAM.gov registration, and the notice warns that registration or renewal can take 4 to 8 weeks, so applicants needed to start early. Organizations without an active SAM registration are not eligible to receive an award.
